      The "Great Decider" can only decide on the information that is presented to him. As such Mr Cheney controled the input into the Oval Office with the placement of his people at key posts within the administration,or as they say garbage in garbage out. When things became so noticably bad that even GW took notice he shook things up and things in Iraq have become noticably better.
