Former Deputy Secretary of State Strobe Talbott, now president of the Brookings Institute, discusses the NATO summit in Prague in light of President Bush's appearance. Talbott assesses the likelihood that Bush will be able to foster consensus with America's European allies on the issue of how to handle Iraq's possible pursuit of weapons of mass destruction.
