Of course you can make Medicare solvent by reducing the size of the program. But in the long run this "reform" can succeed only if the industry, itself, fails, because there is no limit to the entitlement. It is a moral hazard. We will more likely see a black market in health care. Or retiring overseas will suddenly become popular. In addition all the certain savings in this bill either need additional unlikely legislation or make other unreasonable assumptions. The Washington Post editorial today endorsing (of course) the final bill did make a good assessment of the pros and cons.
