      L. Paul Bremer knows what we failed to do to prevent 9/11. Essentially, the mobilization of the public sector such as firefighters,police, etc at local, state and federal levels nationwide to be vigilant for suspicious activity. They would then report to the FBI to check things out. This would have clearly caught the terrorists while they were training. Unfortunately, this was finally done after 9/11. As head of the National Commission on Terrorism before 9/11 Bremer received this recomendation in 1999 from me, former Director, Small Wars Operations Research Directorate. He said he would take the recommendation to the White House. I believe he did, but after it seemed to get some traction, it appears to have been strongly rejected by Clinton. This was the time of Millenium Report. Berger's thefts from the National Archives probably were an effort to hide Clinton's notes on the 2000 report that turned of this initiative. Bremer's interim National Commission Report in 2000 had a strong admonition against doing anything that might violate any civil or individual rights. After 2000, Clinton was said to believe that we stopped the threat against LA so our system works and we don't have to do anything else. This begs the question; What else was being considered and then rejected? Clarke says that he thought that the FBI and locals were progressing, but was surprised to find they were not. The truth must be sought and found.
