James F. Lacey serves on the Ocean County, New Jersey Board of Chosen Freeholders. Kelly was first elected to the Board of Chosen Freeholders in 1992. Freeholder Lacey serves as chairman of the Freeholder Board's Human Services Committee and is the liaison to the Department of Solid Waste Management.
Throughout his tenure as Freeholder, Lacey has supported educational programs for workers and residents. Lacey joined the Board of Trustees of the North Jersey Transportation Planning Authority in 2003.
