Christopher Francis Patten, Baron Patten of Barnes is a prominent British Conservative politician and a Patron of the Tory Reform Group. Originally a Member of Parliament, he failed to win back his seat at a critical juncture in 1992. Excluded from the House of Commons, he accepted the post of last Commander in Chief and British Governor of Hong Kong. After Hong Kong’s handover to the People’s Republic of China, Patten became the European Commissioner for foreign relations. After leaving that post, he returned to the U.K. and was raised to the Peerage. He is the Chancellor of Newcastle University, and Chancellor of the University of Oxford.

Patten is the author of several books, including “The Tory Case”, “East and West: The Last Governor of Hong Kong on Power Freedom and the Future”, “Not Quite the Diplomat: Home Truths about World Affairs”, and “Cousins and Strangers: America, Britain, and Europe in a New Century”.
