James Fox (1939-1998) headed the New York FBI in 1993 and led the investigation of the World Trade Center bombing. As New York’s F.B.I. chief, he presided over some of the bureau’s biggest investigations in the late 1980?s and early 1990?s, including building the case that sent mobster John Gotti to prison.

Fox retired in 1994 at the age of 54, a year short of the Federal Bureau of Investigation’s mandatory retirement age.
