Sergei Alexandrovich Karaganov is a Russian political scientist. Karaganov heads the Council for Foreign and Defense Policy, an independent and influential analytical institution whose members include a number of Russia’s political, academic and economic elite. Karaganov has been Presidential Advisor to both Boris Yeltsin and Vladimir Putin. He has been a member of the Trilateral Commission since 1998, and served on the International Advisory Board of the Council on Foreign Relations from 1995 until 2005. He has also been Deputy Director of the Institute of Europe at the USSR (now Russian) Academy of Sciences since 1989.
