Thomas Mann is an American scholar with the Brookings Institute. He is Senior Fellow of Governance Studies and the W. Averell Harriman Chair. His expertise ranges from campaign finance, and elections, to Polling and public opinion. Mann is working on congressional reform, following the publication of his book, “The Broken Branch”, written with Norman Ornstein.
Mann?s previous positions include Director of Governmental Studies at Brookings Executive Director, and American Political Science Association. He also contributed to “Party Lines: Competition, Partisanship, and Congressional Redistricting”, and “The New Campaign Finance Sourcebook”.
