Steven James Howard is an American politician from the U.S. state of Vermont. He has represented the city of Rutland in the Vermont House of Representatives as a Democrat since 2005. From 1993 to 2000, Howard represented the town of Rutland in the Vermont House of Representatives, and from 1995 to 1997 served as chair of the Vermont Democratic Party. He was re-elected to the Vermont House of Representatives in 2006.
