Donald Francis is the co-founder and former president of VaxGen, formed in 1995 to develop an HIV vaccine. He left the company in 2004 to pursue the search for an HIV vaccination in a not-for-profit capacity.
Before starting VaxGen, Francis worked for 20 years in the U.S. Public Health Service, retiring from this job in 1992. At the time of his retirement he was the Centers for Disease AIDS Advisor to the State of California and Special Consultant to Mayor Art Agnos in San Francisco. In the latter capacity he served as the Chair of the Mayor’s HIV Task Force.
